Reporting to the Deputy Director of Facilities Management, this senior level management position is the Chief Executive Officer (CEO) of a 247 bed forensic psychiatric hospital.  Perkins is a State operated psychiatric hospital responsible for the care and treatment of individuals with mental illness who have been determined by the courts as incompetent to stand trial or not criminally responsible.  This senior level management position oversees an annual operating budget of $49 million dollars and manages all aspects of the facilities operations through the direct supervision of professional level staff.   The CEO provides leadership in resolving legal, programmatic and fiscal issues while maintaining compliance with both State, Federal and Joint Commission standards.  The CEO coordinates and collaborates with government agencies, legislators, private treatment providers, courts and detention centers. 

Qualified candidates will fall into one of two categories:  Physician Program Manager IV - Requires a Maryland license as a medical doctor and three years at a supervisory or management level of work at a psychiatric hospital or on a dedicated psychiatric ward/unit.  Forensic experience is preferred as is board certification as a psychiatrist - OR - Program Manager Senior III - Requires a Bachelor’s degree and six years of health or human services administration or professional experience.  Three years of this experience must be at a supervisory or management level and at least three years of experience must be at a psychiatric hospital or on a dedicated psychiatric ward/unit. Forensic psychiatric experience is preferred.  A related Master’s degree will substitute for one year of general experience; a Doctorate for two years of general experience.
